it's more or less just replacing gfx, with some extra functionality like hiding winamp menu if menu_bg is pink - best is to read the manual ;)

Just winzip or power archiver. Just zip the folder with all the files and then rename the zip file to wsz (classic skin) or wal (modern one). That's the easy part.

Most of use use photoshop. For classic skins you can use any image editor, even MS Paint (but not recomended).
